    It is important to note that the International Association for the Rights of Needy and Suffering Children is well aware of other institutions already carrying out humanitarian aid projects. We also realize that the work which has been carried out in Cambodia and Laos and which may also be carried out in Burma and Africa is humanitarian in nature. In no way does the help provided replace the work of the governments of those countries. Governments carry out their own projects, mainly for urban centers. Moreover, it is a well-known fact that these governments have limited resources and capacities following various types of disasters.    
         
    The IARNSC has always been committed to working along side governments, but never to take over their role. The Association’s mandate is to provide support in areas where governments cannot intervene given their limited resources. Both governments and the IARNSC have the same mission: to help others as much as possible within their respective means. When governments see the work done by reputable humanitarian aid organizations, it gives them courage to face the work that they have to accomplish.    
         
    Humanitarian aid from foreign countries does not replace the role of the governments in power, but helps and encourages them in taking steps to foster social and economic development. How can a country like Cambodia hope to overcome its difficulties without a helping hand? Humanitarian aid has the power to repair some of the errors committed and open the doors to a better future.
